LOS ANGELES WORLD AIRPORTS RELEASES FINAL RFP FOR CONSOLIDATED RENT-A-CAR FACILITY

(Los Angeles, CA) April 19, 2018, Los Angeles World Airports (LAWA) Board of Airport Commissioners (BOAC) approved the release of the final RFP to design, build, finance, operate and maintain (DBFOM) the Consolidated Rent-a-Car (ConRAC) facility at Los Angeles International Airport (LAX). Located off of the 405 Freeway near Century Boulevard, the ConRAC will house rental car agencies in one facility and will be the eastern terminus for the Automated People Mover (APM) train system. The ConRAC will improve the rental car customer experience and reduce congestion in and around the airport by eliminating the need for rental car shuttles to pick up and drop off in the terminal loop. 

“We are excited about releasing the final ConRAC RFP for a critical facility that will improve the guest experience for rental car customers at LAX,” said BOAC President Sean Burton.  “After the unanimous approval of the people mover contract, we aim to replicate the success of that procurement for this important infrastructure improvement.”  

The project includes the design and construction of the ConRAC facility, rental car storage, a customer service building, cleaning and fueling facilities, and roadway improvements. The selected developer will also be responsible for operations and maintenance of the facility, as well as financing a portion of the project.

“As we approach the selection phase of the procurement, we are seeking a team that demonstrates the technical capabilities to build and operate this facility at an affordable price,” said Deborah Flint, CEO of LAWA. “We want a partner who can build a facility that offers flexibility for the future but meets our market needs of today.”

Scores will be given based on technical and financial proposals. First, technical proposals will be evaluated on approach to facility layout, functionality, flexibility, inclusivity, sustainability and architectural appeal. If a team meets the technical proposal minimum threshold, then their financial proposals are reviewed. Overall, the financial proposal is worth 70% of the overall points a team can earn. This incentivizes proposals to be technically strong at a competitive price. After evaluating and scoring responsive proposals, LAWA plans to select the lowest ultimate cost proposer and enter into a single, fixed-price 28-year agreement with the selected proposer.

The procurement process began November 30, 2016 when the Request for Qualifications (RFQ) was released. Statement of Qualifications (SOQ) were received February 27, 2017 with shortlist notices sent out on May 5, 2017. The four pre-approved teams are comprised of the following:

Over 30 airports in North America feature ConRAC facilities including San Francisco, Logan International (Boston) and Miami International.

The ConRAC is one component of the Landside Access Modernization Program (LAMP).  Other components of LAMP include the APM and the Intermodal Transportation Facility-West (ITF). The ConRAC RFP is the second Public-Private Partnership (P3) RFP that LAWA has released for the LAMP at LAX. The APM system is also being built utilizing the P3 contracting model. Both the APM and ConRAC will be operational in 2023.
